After reading your question again, I'll explain what I think would LOOK best, and my idea of that would be a little button under the default anchoring points that says "Custom Point" and when you press that, it renders a freeze frame from your location on the timeline and shows a little anchor emblem underneath it, that says "Drag Anywhere!" with an arrow pointing up at the rendered frame.
