USER: so you can drag a file to program monitor and you get an overlay option
and it places it above the highest available track from bottom up
so lets say I have tracks and all 15 enabled but i only have items on track 1 and 2, dragging a file to program monitor to overlay, then places it on track 3 instead of track 15
idk why Adobe doesnt have a keyboard shortcut for that, if they did, there would be no need for "paste on highest available track"
