Jay2808 Watchtower matches files/folders by its path. If you change folder name inside your file browser, then Watchtower considers this folder and all its contents as new media, so it will be imported again.
If you want to rename folder, try this:
- turn off autosync
- rename folder
- relink files (if Premiere Pro won't do it automatically)
- open Watch folder manager and relink renamed folder (it will have red outline)
- turn on autosync
this should allow you to rename folders without creating duplicates
