Will not boot on new computer.

I replaced my MacBook from M1 to M3. When I installed Excalibur into my new M3, it didn't work properly.
Specifically, the extension is included and the license is displayed in the settings, but all functions such as shortcut keys cannot be used. Also, the license key is displayed in license management, 0 out of 2 is displayed in SEATS USED, and the new M3 is not displayed in computer name. I have already deleted the previous M1 from computer name.
I have already tried the uninstall method. When I reinstall and start it up, the license key has already been entered in Premiere Pro, so this may be the cause.

make sure you have granted macOS permissions to Premiere Pro:

If you’ve already granted permissions, try to reset permissions (sometimes macOS doesn't have them right):

give permissions to Premiere Pro (accessibility & input monitoring), skip if permissions already granted
untick Premiere Pro in permissions
restart computer
tick Premiere Pro back in permissions
launch Premiere Pro and test

Finally, if nothing above will help, let’s turn to some black magic.
This will reset All permissions for Premiere 2024 on your machine, so you will need to give other permissions again (access desktop, documents folder):

open terminal
paste and press enter (password confirmation is required):
sudo tccutil reset All com.adobe.PremierePro.24
restart computer manually
open Premiere Pro and test (give permissions if prompted)
