Not sure what he means by inconsistent, but a recent update also messed up label colors for a lot of people in Premiere Pro in general, I don't think it has to do with Excalibur. Basically it changed the label colors to be way darker for some reason. Apparently it might have been intentional?
Anyway to get the old ones back, assuming you were using the default label colors, is to go into the Premiere Pro preferences labels menu and select the 'Classic' preset. If you had a custom preset created and saved like I did, you can click "Revert label color preset" and it should put it back to your saved custom profile.
