AdgeScript There is no way to listen for shortcut press, when panel doesn't have focus, in Premiere API.
I've developed special extension for that — Spell Book. It is used by Excalibur and Arrow extensions.
Later this year we plan to give access to it for other developers, so they can integrate it in their extensions.
