Yes, Excalibur can do this and even more!
Also is there a way to link it to an El Gato stream deck so I can trigger certain commands from there instead of on my keyboard?
Not yet (though I want to have a stream deck plugin developed for that). For now you will need to assign any shortcut inside Excalibur, it could be really "ugly", and then trigger it with stream deck.
