Solved!
Tl;dr For my M1 Mac Monterey system in Premiere 22, the luts will only apply with a preset (applied with excalibur) if located in one of these folders:
Technical luts:
/Applications/Adobe Premiere Pro 2022/Adobe Premiere Pro 2022.app/Contents/Lumetri/LUTs/Technical
Creative luts:
/Applications/Adobe Premiere Pro 2022/Adobe Premiere Pro 2022.app/Contents/Lumetri/LUTs/Creative
Luts found here will show up in Lumetri Colors "Basic" and "creative" tab, and can be used for presets.
Long solution:
There are 2 locations to put your luts, both locations let your LUTs show as built-in in the drop down selection, in lumetri color in premiere.
The location below is, i believe, more universal and accessible by other users, and all different versions of premiere.
/Library/Application Support/Adobe/Common/LUTs/Technical
The problem is that, for my system, they would not work when applied through a preset activated by excalibur.
The preset itself would work, but when applied with Excalibur, it would not work. (it just shows "custom" lut has been applied, but nothing has happened.)
For my system, the luts found in the other folder, path below, do work with excalibur. Maybe its due to accessibility/safety settings in mac, m1, Monterey, or Premiere/Excalibur or whatever, it does work as expected. But note that every new Major premiere version you might have to move this entire folder of luts to the new path for them to show up in lumetris dropdown. This also might make the luts not visible by other mac users on your computer?
