Locking Anchor Point

I was wondering if there's a way to lock anchor point in Premiere Pro that when you change position or scale and position anchor point stays always in the center no matter what. I don't know if there's a way to just do that in Premiere Pro or you need some sort of AutoHotKey script for that or Excalibur provides that option. If excalibur and premiere and ahk don't have that option it would be great to add that to excalibur (of course with opportunity to add keyboard shortcut to disable and enable that).
