Maryl got it. Sadly your settings were corrupted and you will need to restore them manually. If it was a backup before corruption happened then restoring from it will help.
So you need to remove excalibur folder and recreate your user commands.
On the other note, I see this happens sometimes to users. I'm not sure what it is related to (Premiere crash?), but in next update I will create logic for Excalibur to create backup in background, so if this will happen again user will be able to restore from it.
