Panimation effect is Premiere's hidden effect (I didn’t develop it). It is either obsolete and will be removed in future (maybe already removed, if you were not able to find it) or it is something Adobe works on, but it is not very stable and I do not recommend to use it.
I tried to find it in Premiere 2021 and couldn’t. Probably it was removed.
I guess you need to work in previous version of Premiere Pro to have access to it.
