This one seems to be unachievable. When "Keyboard Shortcuts" modal window is open, it takes focus from anything else.
At some point I would like to recreate it myself, so it will be merged with all extensions shortcuts, some kind of super manager for Premiere and 3rd party plugins shortcuts.
